Planning and Zoning
The Office of Planning and Zoning is responsible for the administration and enforcement of the City of Wilkes-Barre's
zoning ordinance as amended, as well as the subdivision and land development ordinance.
Applications for development include, but are not limited to, new construction, changes of property use, and signs
posted on private property. Zoning permit applications are required for the construction of a host of activities with
include the construction of buildings, car ports, sheds, swimming pools, and et cetera. Specialized zoning permit forms
are available for fences, driveways, and enclosures.
In addition, enforcement issues are addressed in the Office of Planning and Zoning for compliance matters. Those
wishing to apply for subdivision and land development should be advised that some applications usually require a meeting
with the office staff prior to submission.
